a bit of confusion about 25.4.4 #1046

Thank you for your great book ！I'm trying to write a clox according the third part of book, and I met some confusion about the implementation of closure. image Why does the code uses greater-than-equal instead of equal at this place ? And What does the "or above it part" refers to in the following paragraph ? I 'd appreciate it if some one can give me some explaination .
