[ntp_packets] add support for ntpsec #1390

Debian bookworm ships the ntpsec daemon which uses an other output format for the ntpq stats command.

Support for this new output format was added. Also some pep8 related cleanup was performed. Testing was done on Debian bookworm and bullseye (which uses the old implementation via ntpd)
