PR adds basic information about notarytool and explains munki-pkg currently uses altool. Also updates links to Notarizing Apps from the Command Line with Xcode 12 and Earlier document.

Discussion about notarytool available in issue #53

I think this is no longer relevant with today's merge commit of the notarytool code.
