I'm confused by this because the code doesn't currently use notarytool...

Perhaps you meant to have this added to the notarytool branch? I was really hoping people would test and provide feedback so that the notarytool branch could be merged to main. I don't use munkipkg to sign or notarize anything, so I have little input here.
