Rewrote client script in Python, changed cache file to plist, rewrote and expanded client tab

I don't think I like to store known networks due to privacy concerns. And on my machine it's 36K data that will be sent on every run.

Added preference item that disables know networks collection. Works with profiles and manually setting the preference
