I noticed this during testing @simonjduff's code rel: #10

Actually, I found creating-labels feature is not yet implemented. https://github.com/muojp/ptfluentapi-portable/blob/4bcd8083ca218f44ae742fa22c7101baff25a4db/Service/StoryCreationFacade.cs#L75-L78

So, I'll

add test code
file an issue stating creating-labels feature is not working
later work on the feature
