Fixes F-Zero X Expansion Kit's insanely weird & slow loading times while Paint Studio prototype's Gnat Attack still works.
I completely missed this because I didn't think F-Zero X Expansion Kit would be this affected.
I am pretty certain these timings, while rough, were good enough because it comes from my own tests with real hardware, and are currently used in Ares, I think the insanely slow load times of F-Zero X Expansion Kit are caused by other weird timing problems in the emulator. This PR would at least make F-Zero X Expansion Kit actually playable, because I really cannot be bothered to find the root cause.
