Hello, it seems to be a bug with Intel HD Graphics.
I had the same problem, but never tried to do the fix (adding intel_idle.max_cstate=4
to kernel parameter). If you can do it and confirm it works, that would help.

How I don't know too much about that things
It depends on your configuration, but if you use grub booter (the bootup menu) you can follow this. The idea is to modify how grub generate the menu, and do a grub update to regenerate the bootup menu, with the option.
Not the most obvious thing to do, I agree.
It seems like this bug is running on my machine as well, even though I am running an AMD RX 6600 XT on X11. I tested it with Super Mario 64 and Mission: Impossible and is reproducible by simply starting the game.
I installed the emulator today i tested with the m64p_test_rom.v64 it is ok but when I tried with Mario 64 and it looked like this

My gpu is Intel hd graphics 2000 Was running in 30 fps
