Sybil resistance

In some cases, we don't need to know who the user is, just that they are a real person, and not a duplicate account.

Feature: Sybil resistance
  As a program manager
  I want to make sure each citizen only has one account
  Because I want to let them participate in decision making

  Scenario: User proves account is not a duplicate
