Load approved projects from forum #98

Until we create the round and load all the projects from there, let's load approved projects from Forum. Project page should contain all the proposal content. Also, there would be a button that opens the forum page, so the user can view the discussion. We can add this button both to the project page, and to the card in projects list to make it convenient for the user to find and open relevant discussion topic.

Also, show an option for a user to add a project which will open the form.
