Provide a tool that allows a user to found a new community.

Flow of process:

User requests a new community
Admin approves/rejects community
If rejected: user can delete the rejected community
If approved: user can now access admin page for community
User finalize details. Upon 'opening' the community, the community is considered 'founded' and thus reset the user's time until they can make a new request. (Also update user data to note when lastFoundation occured)

NOTE: Community page CANNOT be accessed until the community is marked as 'opened' or 'closed'.

Base work for community creation completed as of v0.2.2.

Remaining work for community creation includes:

Upload cover art during foundation.
Update display on community foundation screen was foundation is submitted.

Considered complete for v0.2.5:

Opted to keep foundation options to just Status and Approval settings. A notice has been implemented to notify founders that further options will be available in the settings panel once community is founded.

Upon foundation submission, the page will display a notice and then reload after a few seconds.
