Be able to assign roles to members of communities:

Founder - Original founding member (gets Admin by default)
Admin - Has full control over community management options
Moderator - Has control over community user management options
Core Member - Users who have marked a community as one of their core communities
Member - Standard member
Pending - Communities may require approval to join. Pending members are the queue to be approved.

Also, may look into the idea of "Proxy" members who the community may decide is a 'de facto' member.

The following member states are now in use:

Founder, Admin, Moderator, Core Member, Member, Pending, and Banned

Other states may be added in the future, but for now this issue is considered implemented and closed as of v0.2.2. New issues will be made if/when those states need implementation.
