Make spam protection time configurable #166

It would be helpful to increase the spam protection time, so my phone would keep quiet during a conversation.

Check out the different filter settings at the IrssiNotifier help, maybe they will solve your problem.

Those are not implemented (yet) in the weechat version of the script. I was planing to work on that, but I did not find the time yet. If it was possible to set the spam protection time to something like 5 or 10 minutes that would solve the problem. I would also prefer to do this on the client. That way I would have all the messages on the client to read them, without having my phone buzz every Minute.

I tested this and it works beautifully, thanks :) Took me couple of years to merge it but better late than never I guess...
