add scripts to download and plot data from NERC NGDC

Merged add-license-1 and closed pull request too soon before Travis CI tests (as code wasn't affected/no need to run pytests), now Travis CI failing because the pull request it's looking for no longer exists:

`$ git fetch origin +refs/pull/24/merge:

fatal: couldn't find remote ref refs/pull/24/merge`

This higher level pull request should still test normally to make sure model is working as expected before merging with main branch.
