I think it's probably worth moving the content of the file to-do.md into issues and removing that file. This will keep the repository "cleaner" and gives space to discuss the various tasks / add updates / include cross references / close from pullm requests without adding lots of extra commits to the repo. It'll also allow you to give different things different priorities (via milestones etc.
