Point of Interest: Creation #8

Similar to how a vertex is added to a line, a point of interest should be creatable along a polyline.

Solution 1: Create a new listener (double click?) for adding a point of interest along a path.

Solution 2: Create the option to convert a vertex into a point of interest(on double click?).

Issue w/ Solution 2 - A line must be moved at least slightly to create a vertex.

Double clicking on a vertex creates a point of interest.
