Initialize a Leaflet map on the review UI. Choose a base map tile set from Mapbox (or another provider of your choice).

Acceptance Criteria:

[ ] A functional Leaflet map (or other framework if you prefer) on the review UI, set to a good initial view for seeing the entire city of Philadelphia.
