ResampleImage in New ANTsRCore bad. #6

Need to make sure range isn't messed up after ResampleImage. Need to add test to ANTsRCore

Also need to add tolower for `extrantsr::resample_image

Can use nearestneighbor but currently doesn't accept nearestNeighbor.
