Unable to change size of tool bars/side bars. #11300

Describe the bug Clicking and dragging the side of a toolbar like properties or palettes to shrink or narrow it, does nothing.

Expected behavior The toolbars on the right or left side of my screen(palettes and properties) are too big and clutter the screen, so I would like to have the ability to change the size of them the same way I did in Musescore 3.

I can also reproduce this in Debian. It looks like the resize tooltip shows up, but panels can't be resized.

At the moment, we are not going to implement resizing since it drastically breaks the inspector. I'm thinking we might allow it for palettes and instruments though.

However, we're not sure if we'll get to this for 4.0, so I'm closing the issue for now.

It seems I can now resize, only after closing all three panels open by default and then opening one again. Is this expected?
