[MU4 Issue] Clefs specific to cross-staved notes are displayed on the wrong staff #14687

Describe the bug Cross-staffing notes that have a different clef does not transfer the clef to the other staff

To Reproduce Steps to reproduce the behavior:

  1. Create a note and cross staff it to the other hand with ctrl shift down / up arrow
  2. Try to assign it another clef: it's automatically put on the staff where the note was entered. Issue happens when you put the clef before moving the note as well.

Expected behavior The clef should follow the other notes and go to the same staff as them

Really this is a shortcoming of how cross-stave notes are implemented, but we're looking intently into this for 4.x.
