The state of toggle buttons in at least the notation, playback and note input toolbar panels (and possibly in other places--further testing is required) are not reported by Windows screen readers. More testing is required to determine whether this behavior occurs on macOS and/or Linux.
Steps to reproduce
Launch screen reader of choice (testing limited to Windows; further testing required on macOS and Linux).
Launch MS 4.
Create/open score.
Focus any toolbar panel mentioned above.
Select toggle button such as "metronome;" screen reader reports some form of "Metronome button Toggle metronome playback."
Activate/deactivate button using enter. Notice that state has changed.
Reselect toggle button using left then right arrow (or reverse); notice that screen reader reports the same text. In other words, it is not reporting the on/off or checked/unchecked state of the button.

Tested using NVDA 2022.4 (2022.4.0.27401), JAWS 2023.2302.15, Narrator. This issue has existed at least since MS 4.0.1; testing in MS 3 has not been performed.
