Add option to affect chord symbol bass note vertical offset #21089

There should be an option in Format > Style to determine the vertical offset (or specify none) for bass notes in a chord symbol: E.g. "Cm7/B" (all on one baseline).

N.B. We should also be able to accommodate the full vertical stack arrangement (with symbols) shown here:
