Installing local voices removed? #16

Luis here. Don't have nore compiled the latest beta, but I was told by some users that the feature to install voices locally is not there. Probably an accident or just because of the UI remodeling or something like that? I want to use the beta with the new voice download feature, but before that I need you to readd the local voice install feature. Best, Luis. PS. If possible will the Piper NVDA addon be translated into other languages besides english? Also, is there a possibility to add PiperTTS to the new NVDA addon store?

Hi, I'm planning to make a pull request restoring the possibility to install a voice from local file, and then I will update the colab notebook to make changes according to the new separation of languages with families.
