The MineBackup plugin for making backups of the world unloads chunks without sending chunk unload events.

Filed to note this problem, but I don't think it affects this server too much, since Teleport Tethers and World Anchors are disabled. But this explains why they didn't work reliably. Not a problem now that they are disabled, but something to keep in mind if considering to add other chunk loading mods (like Dimensional Anchors). Closing for now.
