User Registration policies

An instance admin should be able to create policies to define what Reddit users can complete the registration:

• Deny registration for new reddit accounts
• Minimum karma threshold
• Allow registration only if reddit user is a moderator in any of the mapped communities
• Deny registration for accounts that follow blocked subreddits
