Include guidelines for the proposed skew attribute in music-encoding/music-encoding#620.

As the corresponding PR for the schema has been closed in favor of a different approach (https://github.com/music-encoding/music-encoding/pull/674), this should be closed as well. Otherwise, we'll run into inconsistencies…
