vimpc-9999 ebuild pointing to wrong repository. #4

We're pulling from https://svn.code.sf.net/p/vimpc/code/trunk/ which has not been updated in years. It should be pulling from github instead at https://github.com/boysetsfrog/vimpc.git . I will gladly provide more details or assistance if necessary but don't want to spend the time on it if nobody is actually watching these issues (mantis bug page also seems neglected).
