what are the running environment and the rely packages #4

Hey, when I run the code, there were a lot of errors,for example "ImportError: DLL load failed while importing _imaging" Can you tell me what are the running environment and the rely packages? I run the program on Windows. Thank you.

I run the code on Visual Studio Code and Visual Studio, also, I run it on Linux and windows without any problems. you need install the packages.

I just added requirements.txt file .
