To further advance in integrating dump1090 in Debian, here are a set of changes that are needed.

Un-conf-filing the html is a bit problematic; the reason they're conffiles in the first place is because they tend to be customized by users (beyond what config.js lets you do) and I don't want to stomp on those changes

I somehow missed your response. How about I also move gmap.html to /etc? That should still allow customization and get rid of the conffiles in /usr.
