The NCBI is phasing out the use of sequence GIs, so we have no other choice than to drop support for them.

[x] Drop column Reference.geninfo_identifier.
[x] Remove GI numbers from retriever.
[x] Remove GI numbers from cache sync.
[x] Comment on using GIs with Entrez API in ncbi.py.
[x] Error message when trying to use GIs.
[x] Remove all use of GIs from tests.
[x] Remove all remaining use of GIs.
