Switch to new LRG schema. #447

Mutalyzer currently retrieves LRGs from a location that is no longer updated:

ftp://ftp.ebi.ac.uk/pub/databases/lrgex/SCHEMA_1_7_ARCHIVE/

The new location should be:

ftp://ftp.ebi.ac.uk/pub/databases/lrgex/

The XML schema of the LRGs at the new location differs from the one supported by Mutalyzer. This may break the LRG parser.
