Closes #237. Remove ubuntu-18.04 from GitHub actions. #238

Remove ubuntu-18.04 from the build actions for GitHub. The 18.04 image was deprecated in April 2023.

See #237. Closes #237.

I tried spinning this off from #233 to see if it would remove the ubuntu-18.04 tests from the actions, but forgot that the other changes on #223 are necessary for the actions to pass. Closing this and going back to #233, which will need to be manually merged to bypass the 18.04 checks.
