There are several ways to get the secrets from your old phone to your new one.
1/ Having backups enabled is the easiest way. Enabling backups is done in
settings and is different with each version of Android. In Android 4.0, go to
the Settings, choose "Backup & reset", and make sure "back up my data" and
"Automatic restore" are enabled on *all* your phones. If you follow this
method, then when you setup your new phone with the same google account as the
old phone, all your apps will be automatically installed with their data.
Since secrets did not restore your data automatically, its likely these options
are not turned on. I would suggest you turn them on now for the future
although it won't help with secrets now.
2/ Use backup and restore as documented on
http://code.google.com/p/secrets-for-android/. First install secrets on the
new phone. Then follow the backup instructions on your old phone, move the SD
card to the the new phone, and finally follow the restore instructions on the
new phone.
If you don't have a removable SD card in one or both of your phones, then you
can still use backup and restore.
3/ Follow the backup instructions on your old phone, copy the file called
/sdcard/secrets off the phone, copy that file to /sdcard/secrets on the new
phone, and the follow the restore instructions on the new phone.
How you get the file off the phone and onto the new phone depends on what you
have available to you. If you have a PC, you can mount your old phone and
external drive, copy the file onto to the PC, then mount your new phone as an
external drive and copy it to the new phone. Since this is specific to your
situation I cannot be very much more precise than that.
