Rewrite Klever scheduler&launcher

The user should be allowed to launch some jobs and check scheduling tasks and nodes. Some approximate requirements for this task are:

Possibility to change basic configurations (resource limitations, commit, using cloud or not, etc.).
There should be some history of such launches (e.g., commit - date - description - links to resulting report).
First some specific for checked system launcher script should be added, which then can be launched from web-interface.
The user should be able to launch some predefined task (e.g., verify all unreach/sync properties). In this case new job should be created automatically, which then should be presented to the user. Note, this is not consider to launch from Jobs page, as in Klever. This page only present verification results.
