fix: add Hls mixin + upgrade custom-media-element + update tooling #43

this change makes the module export a HlsVideoMixin function which can be used to mixin the Hls functionality to another custom media element.

A similar pattern is used in mux-video https://github.com/muxinc/elements/blob/main/packages/mux-video/src/index.ts#L39-L52
