Make HL7 Packages accept hl7.ehrs (family) as id prefix and canonical #21

QA now says: "HL7 Packages must have an id that starts with hl7.cda., hl7.fhir., or hl7.v2." We want to add the ehrsfm and fp as new family. Examples:

hl7.ehrs.ehrsfmr21 -> base EHRS FM R2.1
hl7.ehrs.phrsfmr2 -> base PHRS FM R2
hl7.ehrs.pohrfpr1 -> POHR FP R1

Ask FHIR IG Builder team.
