Support boundary=local_authority #1

Hello, Great tool! I found an issue. While it works with classic boundary=administrative relations, it seems boundary=local_authority relations are not supported.

When loading relation 1370221 which has boundary=local_authority + local_authority:FR=metropole I face the error message "this is not a boundary relation".
