Fixed Bugg on relay16.js #7

When relay is Off, another Off command turned it On. Fixed with a state check.

233cd0be537dfbcc47cf2f2125d2ff3bb7b66e71 looks good, but it looks like there's 6 other commits before that commit in the pull request that shouldn't be there. Can you please remove them?

Yeah, i don't know why. I just forked your repo and just changed the relay16.js file. i'll see if i can just merge this file.
