Add spectral data collect for lamp #16

In order to calculate colors, one will need to have spectrum of the lamp. This should not be too complex to add, if we use current emitter/filer collect and extend it to "lamp", with similar spectral data as per emitter/filter specification.

Likely, we will want to link it to beam geometry (if Lamp Type != LED)

@moritzstaffel do you agree? We can wait for @danielmuellerma , when he is back, i just want to make sure we track it.

@petrvanekrobe So you mean to define the measurement for a discharge lamp for example? I think we can reuse the Emitter for that. Only the Dominant Wavelength for White would be not really useful.

Not sure if we want to duplicate stuff here, but a link between the Beam Geometry and the Emitter makes sense to me. So a Emitter can be linked to a Beam Geometry, allowing multiple Emitters to be linked to one Beam to represent LEDs
