Shepherd-java should have a config file /etc/shepherd/java/config.json:
The max memory for Shepherd Kubernetes to run VM stuff. That's the VM memory minus Jenkins usage (by default 512mb) minus Kubernetes itself (say 512mb), possibly minus 256mb for the future shepherd-ui project
Additionally, every user will have a file named /etc/shepherd/java/users/userid.json (userid will be the user email), which will e.g. contain user credentials in the future
