cli: implement stats

It would show:

• Memory stats:
  • available memory to shepherd
  • current memory usage (assume all VMs are running and no builds are running), plus % of available memory used
  • max memory usage (all VMs are running and the most memory-intensive builds are running), plus % of available memory used max
• Config:
  • Number of concurrent builders
