Angel intends to give the schema a single root at an opportune moment - but not
critical for further development, so at his conenience.

At the moment leave it as it is. May be done later, if programmers request it.

Re-opened this issue. Florian has made a proposal for a tidied up schema 
structure
with only one root that we should consider.

Schema has been altered to have a single root element and various other changes
documented elsewhere - issue closed.
