comment-start should be buffer local #129

Hi!

comment-start, comment-end and comment-start-skip are set globally while they 
should be only set for the current buffer. See this bug in Debian BTS:
 http://bugs.debian.org/714228

I suppose this could be fixed by using setq-local instead of setq?

Sadly, `setq-local' was only added in 24.3.
