Issue with owasp-esapi-java-src-1.3-update1.zip on JDK1.3 #80

It is more like a request not complain please suggest your views on the
below faced issue.

What steps will reproduce the problem?
1.Platform JDK1.3
2. encodedParamValue = ESAPI.encoder().encodeForHTML( request.getParameter(
paramName ) );

3. Classpath contains
owasp-esapi-java-1.3.jar
owasp-esapi-lite-java-1.3.jar
commons-io-1.3.2.jar
commons-fileupload-1.2.jar
4. Have put resources folder in system property

What is the expected output? What do you see instead?
I expect following call should return encoded value
ESAPI.encoder().encodeForHTML( request.getParameter( paramName ) )

I am seeing error logs as below

What version of the product are you using? On what operating system?

Using  owasp-esapi-java-src-1.3-update1.zip.

Please provide any additional information below.

We do not support ESAPI 1.3 in any way :( We only support Java 1.4+
