Adjust timeouts for broken Electrums

In case of ElectrumX server broken connection timeout need to be higher for Operations.

At mwc-wallet we probably want to reduce connection timeout.

Testing. Same scenario as here: https://github.com/mwcproject/mwc-qt-wallet/issues/634 Expected that user will not have messages "Wallet operation takes longer time..."
