Add Binder support #41

Add the Binder files and the Binder badge to be able to try ipyevents in the browser.

Looks like the version on conda is 0.4.0.

Im trying to straighten out a Windows/python 3.7 build issue on conda at the moment, hope to resolve it this weekend.
