this is somewhat urgent now given #48

This is almost there. I've got an alphabet soup of repos dealing with this. I just need to figure out how the dependency on CFITSIO is supposed to work, and how to merge the build.jl files from LibHealpixBuilder and LibHealpixWrapperBuilder.
