Matt Mathis: There needs to be a clear boundary between this work and new experimental CWND validation work.
Michael: Exactly, that's what we're trying to do.

I think it is. Our new rule #3 refers to CWND validation, but it's a MAY. Should we find a way to make this even clearer, or just close this issue?
