Ensure electricity is only used when an experiment is actually running.

Seems to work now; tweaking usage rate and lab times so that 1 unit of electricity is consumed for 0.1 unit of Lab Time. This means the most basic experiment (D5) uses 1 unit of electricity and the (currently) most expensive one uses 2.3. Prior usage rates were so low as to not even make a difference.
