I've never used Jupyter on a phone, but it should be possible if you upload the notebooks to a web-based Jupyter server, like CoCalc, DeepNote or Google's CoLab. However, a phone's small screen and keyboard (forcing to constantly switch between letters and punctuation) are not ideal for working with notebooks.
